The achievement of civil rights so slow in the period 1954-1957 Essay Why was the progress towards the achievement of civil rights so slow in the period 1954-1957? From 1954-1957 significant legal progress in the field of civil rights was made, thus instilling confidence in the black community, however due to a number of factors putting these achievements into practice was halted and so civil rights progressed at a slow rate throughout this period of time. In 1954 Brown Vs Topeka was brought before the Supreme Court, with Brown winning the appeal with a unanimous vote. This was a landmark verdict, due to the fact that the judge, Earl Warren had been newly appointed by President Eisenhower and was a Southern Republican, therefore he disobeyed Eisenhower with the decision. Eisenhower was later stated as saying, The biggest damn fool mistake I ever made. Therefore demonstrating the Presidents lack of support for the ruling. It was a triumph for the NAACP who had provided the lawyer Thurgood Marshall and had pushed the case through. It overthrew Plessy Vs Ferguson and so was expected to bring about a dramatic change for black civil rights. Although in principal Brown should have brought about a significant change, the progress from the court decision, to putting desegregation in schools into practice was very slow. This was partly due to the court hearing, as no date was set for when the desegregation of schools must be completed, this resulted in the whites ignoring the court hearing, so maintaining the same ignorant attitude as before. However the court decision had empowered the black community and so Brown II was brought before the courts in 1955, again however this did not result in a definite result. President Eisenhower was also a significant reason for the slow progress of civil rights. When he took over from President Truman, he inherited the beginnings of a strong civil rights campaign, however Eisenhower did not share this same drive. He failed to take substantial leadership towards enforcing the verdict, as he was afraid of stirring up opposition, resentment and disorder in the South. He also did not believe that it was appropriate to interfere in individual state matters, although general consensus suggests that if he had shown strong leadership then the bill would have been put into practice at greater speeds. He believed that race relations would gradually improve on their own accord. Although Brown Vs Topeka overthrew Plessy Vs Ferguson, after the ruling no steps were taken to desegregate public places, again showing the slow progress. However the black community were fed up and so decided to take the matter into their own hands with the Montgomery Bus Boycott. The black community in Montgomery was organised through the NAACP and led by Martin Luther King. Originally they only intended to boycott the buses for a day in order to achieve a more polite service from the bus drivers, employment of black drivers and the end of blacks standing when the bus was not full. However they met opposition from Montgomerys all white officials. This represents why progress was slowed down, as all decisions were met by substantial opposition from whites, forcing any actions to be dramatic, in order to get them to accept their views. This resulted in a yearlong boycott of the Montgomery buses in order to receive total desegregation on the buses. Within this time the White Citizens Councils membership doubled from 6000 to 12,000 from February to March. The boycott attracted national media coverage, showing that the greater publicity that the blacks attracted, the more the whites stuck together in order to create a strong opposition and prevent change. However in this case the blacks economic power was stronger than the white resistance and so in December 1956 the boycott was called off. This shows how much effort it took to achieve progress, however even then it was limited, as the success was only limited to the buses in Montgomery, however it acted as an example for other departments and cities, to what could be achieved through non-violent protests. This was also demonstrated in the case of Emmett Till. When the 14-year-old boy was murdered his mother decided to bring his body home to Chicago and have an open casket. This attracted 100s of the black population that dominated Chicago and the national press to attend. This mass of media coverage, not only united the blacks, and made the moderate whites aware and sympathetic of the cause, but it also ruined any chance of a fair trial. This is because the whites accused the NAACP of using the case as propaganda, so creating a Northern backlash. The southern population then closed ranks, making it harder to prosecute. This again shows that the more publicity that black civil rights was given, the greater the white opposition that they had to face. However this only made the black community more determined. The case of Emmett Till was significant as at first it showed some progress towards a fair trial, with the men accused of lynching arrested, usually they would not have been prosecuted, and a black man standing up and accusing a white man in court. However the jury was composed of 12 white males, and in the defences closing speech he said, I hope every last Anglo-Saxon one of you makes the right decision. Therefore again showing how when accused the whites stuck together. Again throughout this case Eisenhower gave no leadership and did not intervene, as he did not think that federal intervention was appropriate, and did not want to or aim to do anything to alleviate black problems, even when Emmett Tills mother requested his help. Showing again how little progress had been made. Throughout this time, there were strong black leaders, Martin Luther King, and people that The NAACP used for test cases, Rosa Parks and the 9 children in Little Rock. These set examples to the black community, that through courage and determination, slowly change was possible. However many were not willing to make this commitment, like the 16 children who changed their minds about attending Little Rock High School after passing the exam. This was due to the increasing white resistance and discrimination that they faced. Martin Luther King was arrested for doing 30mph in a 25 mph zone, and his house was bombed. As well as this death threats were sent to the childrens houses and they were spat at as they walked down the street. White resistance included the establishment of the Southern Manifesto, which was drafted by Senator Sam Ervin and promised to fight the Brown verdict by legal means. Showing that there was still huge resistance to change, and integration. So making it difficult for progress to continue. As well as this the establishment of the White Citizens Council, which was used as opposition in the Montgomery bus boycott. It was formed to protest the federal government acting dictatorially and seeking to impose its values and opinions on others. This acted as an excuse for Eisenhower, who had little intention of interfering anyway, again slowing down progress. On 3rd of September 1957 9 black children, who had sat and passed an entrance exam, attempted to enter Central High School. However they were met by a hostile crowd of white adults who blocked their way, while shouting abuse such as Nigers go back to the jungle. This was the first significant step towards putting the Brown decision into practice and so attracted a lot of criticism. It signified that the ruling met tremendous grass-roots resistance when put into practice. And so although blacks tried to push segregation, it was clear that it would take a long time for the whites to accept it. On top of this neither local nor national authorities were keen to enforce Brown, which was shown by Governor Faubus. He decided to exploit white racism in this situation, in order to ensure re-election. In this way he stirred up the crowd and ordered the Arkansas National Guard to bar the school, sending a strong message of hatred to the black students. The images of harassment and violence towards the children by aggressive white adults, again, like in the case of Emmett Till acted as propaganda. This was a victory for the NAACP as it created a wide spread moderate opinion. However Faubus who closed all the schools in Little Rock in1959, preventing black or white from attending, in order to prevent integration, again showing that more than a court decision was needed in order to establish desegregation, again slowed progress down. As a result of the crowds and harassment of the children at Little Rock Eisenhower was forced to act. He had attempted to negotiate a settlement with Faubus, however the children were still not allowed to enter the school and the white violence in the streets became more aggressive, so Eisenhower sent in 10,000 troopers of the Arkansas National Guard. This was significant, as he had said that he could never envisage sending in federal troops to enforce federal court rulings. This was the only time in the 1950s that Eisenhower used his federal authority to intervene in the Brown decision. In this way the children were permitted to enter the school, signifying how the process could have been sped up, if he had acted sooner. However his actions were due to an, inescapable responsibility for enforcing the law, rather than a belief in integration. Again showing his lack of leadership and commitment to the cause, meaning that it was hard to put the brown decision into practice. In 1957 a Civil rights bill to ensure the black vote was proposed, however again this met criticism. Democratic senators worked to weaken the bill, as they thought it would damage national and party unity. Again Eisenhower showed little leadership, claiming that he did not really know what was in the bill and so did not fight to keep it intact. Along with the filibustering by Storm Thurmond, it resulted in a much weakened bill, not allowing blacks to exercise the right to vote as those who were prosecuted with obstruction would be tried in an all white jury and let off. This shows that from 1954-57 little progress was made, as although ideas are initially passed when put into practice it takes along time for them to be accepted, and so slow progress is made. To conclude from the evidence above it is clear that the building blocks of a strong civil rights campaign were begun between 1954-57, with the shocking legal decision of Brown Vs Topeka. However it is shown that although a decision was made in court, it does not mean that putting it into practice will be quick or easy. It shows that the more united the black community was and the harder that they pushed for change, the more stubborn the whites became, so making the changes impossible to implement without a fight. This case was not helped by the lack of leadership from Eisenhower, as his silence was interpreted as a lack of support for the cause, so discouraging other whites to back it. The lack of progress is shown by the fact that by 1964, a whole 10 years after the Brown decision, only 2/3 of the USAs black high school students attended de-segregated high schools. Therefore it is clear that between 1954-57 the achievement of civil rights progress was slow.

Here the author is discussing the success factors of the Supermarkets. 4.1.1 Range of choice The Supermarkets sells range of products. Consumers have wide variety of choice to select the product they want. It is important for the supermarkets to keep all the products in stock otherwise consumers will move to other supermarket or retailers. Consumers are very sensitive on what they buying. They always like that the supermarket they shop should keep the products in stock all the time. Supermarkets always monitor the consumer buying trend and always keep the certain products in stock all the time. It is also important that supermarkets should keep all the products in stock at all their stores. Now supermarkets even sells the ethnic foods like, Indian, African to attract ethnic customers. 4.1.2 Products must be on shelves Products should be on stock is important but what more important is to they must be on shelves. All the products must be properly displayed and the product mix must be adequate so it becomes easy for the consumers to choose the products. (Guardian, 2010) Tescos belief is to look after the customers. It also believes that if we sell more we can get better buying terms and those results in to lower price and higher profit margins. Lower prices can bring large sales volume and the cycle continues. Its rewarding Club card is another mile stone in success of Tesco. Tesco has succeeded in making itself largely classless, with price ranges designed to cater across the board. So they can offer the products at a lower price to customers. Consumer can also compare the price of the products they buying to make it easy for the consumer to select the products. 4.3.2 Affordable Products Tesco sells various brands products. During the recession, consumer looking for the more economical solution to of those of the branded products. Tesco grab the opportunity and offered its own brand product which are same in the quality but at a cheap price. It bagged huge success for the Tesco. Clubcard gives rewards to regular customers at the regular interval. Dunnhumby, Tesco co-own research group, analyses the shopping habits of its 16 million cardholders. (Guardian, 2010) Tesco knows more about its shoppers than any of its rivals and can tailor offers to customers. Companies such as Tesco, Sainsburys, Morrisons and Lidl are still experiencing growth. Research has shown that Tescos turnover increased from à £47.3 billion in 2008 to à £54.3 billion in 2009 (Tesco PLC, 2009) while Lidl ltd. (2009), has experienced a 93% increase in turnover from 2005 to 2009. It was been expected from Lidl, as it is a heavy branded discounter. During times of recession market leaders tend to loose customers to the hard discounters who consumers choose during a recession (Mattioli, 2009). According to TNS Global World Panel, Sainsburys market share increased to 16.1% in 2009 compared to 15.8% in 2008 and Morrisons was also up and holds 11.6% market share in 2009. While Asda has shown slight growth and had 16.8% market shares in 2009. At the same time Tesco has lose 0.1% in market share but it still counts 30.8% market share in the industry in 2009. (BBC, 2009) All the supermarkets are battling to retain the consumers loyalty. They are trying to attract them with their budget range of products. In the contrary the local shops have suffered a lot. Because people believe that shopping at local shop would be expensive. According to Dean Best, analyst at just-food.com, local stores can survive if they emphasise the service and the product knowledge that people feel they cant find in the big four supermarkets. (BBC, 2009) 4.4.2 Primary Research To explore the effect of recession Supermarket Industry, the author has done a primary research to find out the consumer behaviour during the recession in order to find out the habit and patterns of the consumers. Author has also tried to find out the impact of VAT increase on the consumer buying behaviour. 4.4.1 Questionnaire Research (Appendices 1) The questionnaire has 15 questions. There were 34 participants. While asking about their annual income only 88% participants were ready to give information while 12% participants didnt want to give that information. Those who gave their income details, 53% salary ranges à £10000-à £19999, 30% ranges à £0-à £9999, 10% ranges from à £20000-à £29999 and only 7% participants salary was à £40,000+. There were 71% male participants and 29% female participants. Q.3 Gender Question 4 and 5 asked about impact of increase in VAT on buying behaviour. We received some interesting results (see figure 4.2). Out of 34 participants 71% responded that it will affect their buying behaviour while 29% says that it will have no effect as the increase would be very nominal and not noticeable. As we can see from the figure 4.2, 35% participants saying that the increase in VAT will badly affect their daily shopping. As they have to do large shopping and overall house budget will increase and savings will be decreased. Some respondents says that they will have to be careful on what they spending now as smaller purchases are not noticeable but they really impact on the household budget. 47% respondents are saying that effect of increase in VAT would be little as the increase is just 2.5% and the price increase would be few pence. And with surprise, 18% respondents are saying that it will not affect at all. Question 6 and 7 asked about the money spend on groceries and non groceries each week in UK pounds. The author has received very mixed responses. 29% of participants were spending à £15-à £29 on groceries while 18% spending less than à £15 and another 18% says they spend only à £30-à £40 on groceries. In non groceries 41% participants were spending less than while another 24% and 18% spending only à £15-29 and à £30-à £44 respectively. This data shows that the participants are spending more money on groceries compare to non grocery product in the recession. While asking them about this difference they replied that groceries are basic needs, demand will be the same whether there is recession or not (however this type of demand may change qualitatively). However the non groceries items can be controlled by them during the recession while prices are rising. Q.6 About how much do you spend on groceries each week? Q.5 About how much do you spend on non groceries each week? Question 8 there are some actions given which normally people do in recession. They are to control spending (stop using services/products, buy less), replace only when needed (or buy smaller packages), do it yourself (homemade food, prepare/organise/make by yourself), shop smarter (buy when promotions and discounts available), seek value for money (comparing prices, search for lower ones). While asking the participants to pick 1 or 2, highest pick the seek value for money (24%), 23% responded that they will shop smarter, 21% said that they will control spending. Only 16% said they will replace when needed and do by themselves like, preparing food at home rather than getting from outside. This shows that there is an effect of recession on participants that is why they are comparing prices, search for lower ones, buy when promotions and discounts available during shopping. However they had few responses on controlling spending like stop using services/products, buy less, use homemade f ood, prepare/organise/ make by themselves. While asking the reasons they replied that the main reason is regular fixed income. They all are working fulltime or part time, retired participants have their pension income. This shows that the retail stores have to change their marketing style they should get the trust or make the customer believe that they are saving money while shopping in that store. For example many of supermarket also make place of emphasis on providing value for money. Supermarkets have focused on these consumers and created a lot of special offer to attract them during recession. And the result is supermarkets have done better during the recession than other retail industries. Q.8 In terms of the recession what do you prefer to do? There were choices like important or unimportant, exciting or unexciting, interesting or boring and fun or nor fun. Finding suggests that for grocery shopping is important but its not very exciting, interesting or fun because it is regular basis shopping. However for non grocery items for example electric goods it is not regular shopping so it is more important, exciting, interesting and more fun. Obviously this small sample suggests that non grocery retailing lot benefit making their product proposition very exciting. The author would also suggest that the same has been and can be applied to grocery retailing. Q.9 Shopping for you is Question 10 asked respondents there is a list of factors which are important for the people while deciding where to do their weekly grocery shopping. The finding shows 44% of participants have given more importance to Low Price. Second factor which got high importance (78%) is accessed example On Public Transport Route. 44% of participants have given importance to Promotion and Special Offers, 67% to availability of Cash Machine and 50% to Customer Service/Friendly and helpful staff. However the research shows that 25% of participants gave more importance to High Quality while 29% has given a little importance to the High Quality. On the other hand the research revealed that 75% of participants give no importance to Store Loyalty Cards and Schemes. 100% participants give no importance to Online Ordering or Delivery Schemes or Large selection of Organic Goods in respect of grocery shopping. They said that because of the recession period they are giving more priority to low price products and services, and Promotional offers. Lots of people are travelling by public transport to save money and time that is why they give more importan ce on Public Transport Route. Highest Quality comes with high price so in this recession few participants give priority to it. When one looks at results, ranking of respondents does it mean the price is now order winner and quality is becoming a more qualifier (a given). Q.10 What is important for you while deciding where to do your weekly grocery shopping? Question 11 and 12 asked respondents which grocery and non grocery chain they usually use (See appendix 1). The study revealed that more participants are using economical supermarket chain like Aldi, Asda, Tesco, Morrisons, Iceland, Co-operative Group and Sainsbury. While very few participants are using Mark and Spencer, Waitrose in their regular shopping. However in non grocery shopping participants express that they use Argos, Asda and Currys most because of their good promotions and offers. While they use very little other chains like PC World, Staples, Comet, etc. For grocery chains Aldi is obviously the super discounter where as Tesco cannot be classified as such. And the Co operative Group generally has high price compare to other main chains. Our result of the number is the stores in the area. Or it is genuinely due to economics. For non grocery chains this is little bit more obvious; Currys and Argos are definitely non grocery whereas Asda is a grocery store our 23% who shops for non grocery products at Asda; simply buying Asda brand products example George. Q.11 Which grocery chain do you usually use? Q.12 Which non-grocery chain do you usually use? In question 13 the author has asked to express the participants views in relation to the supermarket they spend most. After getting their views it reveals that there should be more special deals in the local grocery stores, they think most supermarkets are same, they want to maximise their return on their spending by getting the best quality at the low price, they are not convince by the supermarket status, they have a lower belief that supermarkets are reliable in the delivery of product and service. However they have trust in their supermarket, they also have concern that the supermarket are concerns for the customer being well, they do not believe that they have relationship with supermarket, they would go to the more than one supermarket rather than sticking to one, they are happy with the customer service provided by the supermarket and they want that supermarket should make more efforts to getting to know their customers that what they like or dislikes. There are some important issues which arise from data. Nine of the respondents agree or strongly agree they are not interested in bargain seeking however the stores selected in Question 11 were bargain stores example Aldi, Tesco. Another contradiction to in the above is that 5 out of 9 respondents agreed or strongly agreed that it was important to keep up special deals at grocery stores because consumers wants to get more from their spending. All respondents indicated that they always try to maximise quality for the money spend. This seems to correlate with response given about the importance of quality in Question 10. Perhaps the most impressive agreement was in the survey was that participants did not perceive that supermarket did not make any effort for what they like. On positive side of supermarket is that most of the participants trust the supermarket they shop at, believe it would not trick them and its reliable for deliver goods and services. But the promotion from the Waitrose and Lidl has less impact on them. They shop at Tesco, they like Tesco, this seems it appears to be fertile ground for super discounters like Aldi. Age Discrimination in Employment Essay -- Public Policy
There has always been some ââ¬Å"ismâ⬠that social movements have fought against throughout Americaââ¬â¢s history, and the issue of ââ¬Å"ageismâ⬠was finally addressed in The Age Discrimination in Employment Act. Ageism can be defined as prejudiced beliefs, attitudes, and behaviors pertaining to older adults. To understand the ADEA fully, a brief history of age discrimination is useful to comprehend the Structural Level of this bill. Discrimination based on age was not a large issue until the beginning of the 20th century, mainly because it was a tacit form of discrimination. For the most part, people worked until they were at an age where they did not feel useful, and for the rest of their lives their families would take care of them. Industrialization brought in a new era which introduced unions, and new guidelines were created as to how long someone should stay in a position. Over time, age discrimination became an integrated feature of the modern industrial economy; ageism was even associated with the progress of American capitalism. The issue of age based discrimination received some attention in the early part of the 20th Century, but was not recognized as a social problem until around World War II. The wartime economy considerably increased the demand for labor, and the number of men aged 65 and older in the workforce jumped by 75% (U.S. Census, 1975). The increased need for workers helped merge women into the workplace, and proved that older adults were proficient and agreeable to modern employment. Policy makers became concerned about the presence and pervasiveness of age centered discrimination because of the large amount of older workers employed at this time in history which made the problem more obvious. Human Development: Older Adulthood Essay
In considering the life experience of an older person, it is essential to know about the developmental stages of human beings. Eriksonââ¬â¢s theories of development give a good general overview of the various developmental challenges and breakthroughs which people have throughout their lives, from conception until natural death. Older adulthood is a time when people are confronted with having a sense of generativity or feeling a sense of despair. The older adult who is accomplished and is able to look back on life knowing that one devoted oneself to good causes has generally a good feeling of generativity, while the older person who has a sense of failure in regard to oneââ¬â¢s life endeavors, shame in regard to not having contributed enough, is often left despairing. At this point in life, in the later years of a personââ¬â¢s development, it is just as common to find people who are satisfied with their lifelong contribution as it is to find people who are dissatisfied with what they have for others. In speaking with Margie, it is clear that she is not sure if she has done the best for her children, because she is alone in an assisted living community without many visiting relatives. Margie is an 82 year old woman who lives in an urban assisted living apartment building. Although she has met some friends in the community and enjoys the indoor garden and parakeets as well as the weekly Catholic Mass celebrated by a local priest, she is saddened by the lack of visitors she receives. A small woman with dark grey and black hair and hunched shoulders, Margie moves around the building slowly and with a seemingly idle or nondirected stride. She pauses often to look around the room, as if searching for something. She says that out of her five children, only two of them come to visit regularly, and that is about once a month. I ask her if she feels deserted or ignored, and she says yes. In considering her relationships with her children, she often wonders if she was too inattentive with them, if she didnââ¬â¢t care about them the right way. I understand that she thinks that if she had formed better relationships with her children, then they would be closer to her now. I can sense this painful feeling sharply in her presence, and I cannot do or say anything to counter her feeling. Perhaps sheââ¬â¢s right. I allow Margie to talk about her family members, her husband, siblings, and especially her children. She takes photographs from her room and points to her grandchildren, lovely people, I say. In asking Margie how she feels being an older person, she says that itââ¬â¢s ok. She doesnââ¬â¢t feel as good as she used to feel. Sheââ¬â¢s tired. I get the sense that there is an overarching umbrella of depression which covers her and follows her everywhere. I ask Margie if thereââ¬â¢s anything society should change about how it deal with older people, and she says that society shouldnââ¬â¢t forget about them. She has the sense that her children have forgotten her, and she wonders if the mothering care she provided for them as children wasnââ¬â¢t enough to keep them devoted to her needs as she ages. At one point, tears roll down Margieââ¬â¢s face. ââ¬Å"What can I do, an old lady, to make my children love me more? I just donââ¬â¢t know. â⬠In speaking with Margie, I have to wonder if itââ¬â¢s truly her fault. Could it be the fault of her children? Did they change, get swept up in capitalism, forget their duty to care for their older parents? Sheââ¬â¢s too upset to ask her these questions. I ask her if sheââ¬â¢s like to take a stroll through the garden together, and we do. Older aged people need as much or even more care as any other individuals. It makes sense for the younger generation to remember the needs of their parents and older relatives, to help them and to provide them with care. However, it is also important for people in general to recognize that if they want their children to be around for them in their later years, then parents and need to form strong relationships with their children, honorable and respectful relationships which can carry them throughout the span of time. Generativity in later years is marked by security in personal relationships. The successful and happy older individuals are the one who are now reaping the benefits of what they have planted. As Margie says, ââ¬Å"The birds all stick together in that one tree, and theyââ¬â¢re happy. ââ¬
